'Gone with the wind'
Before it spread the wings in Poland, it had collapsed. Wind power industry is ‘ choked’ by wrongly used regulations. The commitments made by Poland to EU has been broken as well as our own regulations -- writes the author of the article Konrad Niklewicz.
The author describes the currant situation of Poland’s wind power industry. There is detailed description of the problems with which wind farm owners are struggling (such as: the sale of green energy, the lack of the possibilities in wind farm owners – electricity generating boards settlements, after introducing new regulations on the Market Balancing by PSE).
The author also point out Polish rule - breaking of the EU instruction No. 2001/77/EC of September 27 th, 2001. Agreeing with the existence of the newly introduced by PSE regulations, concerning the settlements of the Market Balancing, we are breaking the article 6 and 7 of the above instruction. They order the following:
- domestic regulations cannot discriminate the renewable energy . They are bound to take under consideration its’ specificity (in the case of wind- unpredictability of its production)
- state authorities are ought to guarantee that transmission network operators will not discriminate the renewable energy, especially in the suburb "regions" (such as the środkowopomorskie province).
Poland of its own free will is ought to promise that before joining the EU the instructions will be put into effect.
What could be the positive consequences? EU has decided that in the year 2010, 12 % of the overall energy used by its members countries has to originate from renewable sources. The instruction 2001/77/EC appointed October 2004 as a date of the first European Committee official record that is putting it into life by the member countries. The report will also evaluate Poland, probably in a negative way, caused by the fact, that in Polish realities wind is the basic source of the green energy.
Additionally, the author mentions the following consequences of the wind farms fall, such as the contamination of environment or the waste of public funds. Polish wind farms were extra financed by the Eko Fund ; about 34 million zlotys.
