'Wind power engineering can come out of the collapse'

European Union Directive 2001/77/EC prohibits a discrimination of the renewable energy producers. Correspondingly, the Ministry of Economy in 2000 introduced a regulation according to which an increasing volume of energy being purchased by every Polish Electricity Generating Boards or other businesses should derive from green sources- this year it is 2.65%. Unfortunately, so far the regulation has been kept lifeless.

Despite a legal duty on buying the electricity from renewable sources, not many Electricity Generating Boards conclude the contracts with the wind power producers, as according to them it is too expensive. Furthermore, the Polish Electric Power Industry Networks in 2002 introduced internal regulations establishing new rules concerning the accounting for purchasing and selling the energy on the Balancing Market. According to that, the wind power producers must plan 48 ahead how much energy they will produce, what is practically unfeasible.

Those limitations made most investors, those ones who had opened so called wind farms in Poland, withdraw from our market last year.

The situation of the green energy producers is supposed to change soon.

-The economy department is establishing a statue on supporting the renewable energy industry - explains Andrzej Kaźmirowski, the president of the Cannon Polska company.

Polish Electric Power Industry Networks have ordered the performance of the analysis of the whole consignment energy system in Poland. The results of the research have revealed that with no investment made to the network, there can be approximately 5 thousand MW of the energy brought in from the wind power stations.

Polish Electric Power Industry Networks are considering the possibility of releasing the producers from the obligation to forecast the energy production- adds Andrzej Kaźmirowski.

Also the system of penalties for not fulfilling the duty to buy the energy from unconventional sources will be stated precisely.

-as of the 1 July 2003 a new regulation of the Ministry of Economy will come into life. It will replace the existing regulations which unable the contractors of the wind energy concluding the contracts with Electricity Generating Boards- reckons Andrzej Kaźmirowski.

An another important initiative of MGPiPS is the project of the statue on the renewable energy that is under preparations.

-Green energy is substantially more expensive. The project is supposed to equal the rights of the green energy in respect of the prices- answers Andrzej Kaźmirowski.
